Requires licensees to disclose and obtain customer acknowledgment of the daily transaction limit and the difference between the kiosk's sale price and current market price of virtual currency.

Imposes a $2,500 daily transaction limit per person at virtual-currency kiosks.

Mandates licensees must allow cancellation and full refund within 72 hours if the transaction is a customer's first transfer or if the virtual currency wallet is located outside the United States.

Requires licensees to document liability statements for nondelivery or delayed delivery, virtual currency addresses involved, and their refund policies.
