Allows volunteer fire department members, emergency medical first responders, and ambulance crew members to equip personal vehicles with flashing or steady-burning red or red and white combination warning lights (maximum 3 inches diameter) upon obtaining a permit from the commissioner of public safety.

Permits lights to be used only when responding to emergency calls in connection with volunteer duties; requires immediate notification to the commissioner upon termination of membership or cessation of operations.

Authorizes volunteer ambulance drivers to equip privately owned vehicles with flashing or steady-burning red or red and white combination warning lights when proceeding to ambulance locations in response to emergency calls; permits expire immediately upon employment termination.

Adds volunteer emergency responders operating under section 169.58, subdivision 2, and volunteer ambulance drivers operating under section 169.58, subdivision 3, to the list of vehicles authorized to use flashing lights, creating an exception to the general prohibition on flashing warning lights.
