Establishes a Child Protection Advisory Council with up to 26 members to review child protection policies, laws, and protocols, enhance accountability, and ensure sufficient system capacity and resources.

Council membership includes state commissioners, legislative members, county representatives, disability advocates, Indian child welfare representatives, and four public members appointed by the governor with lived experience or expertise in child welfare.

Council must meet at least quarterly, elect a chairperson and executive director, and may establish subcommittees to fulfill its duties.

Council must conduct child mortality reviews, review child welfare data from the Department of Human Services and counties, provide guidance on Family First Prevention Services Act implementation, and evaluate child protection grants addressing disparities.

Council must submit annual reports beginning January 1, 2025, to legislative committees with jurisdiction over child protection and child welfare on its activities and other issues selected for reporting.
