Repeals all provisions of Minnesota Statutes chapter 168E, which established a 50-cent retail delivery fee on transactions of $100 or more involving delivery of tangible personal property and certain clothing items.

Removes references to the retail delivery fee from the Transportation Advancement Account funding source, eliminating that fee as a revenue stream for the account.

Removes the retail delivery fee from the list of costs that the Revenue Department service and recovery special revenue fund recovers, as the fee will no longer exist.

All changes are effective the day following final enactment.
