Establishes a MinnesotaCare public option available through MNsure starting January 1, 2027, or upon federal approval, for individuals with incomes above standard MinnesotaCare limits up to 550 percent of federal poverty guidelines, subject to enrollment caps.

Creates a premium scale for public option enrollees ranging from 4.88 percent to 10 percent of household income depending on income level, with no deductibles for those at or below 400 percent of federal poverty guidelines.

Implements state-funded cost-sharing reductions for individuals with incomes between 200-250 percent of federal poverty guidelines enrolled in silver-level qualified health plans through January 1, 2027.

Establishes a contingent $30 monthly premium subsidy for silver-level qualified health plan enrollees in plan year 2026, and creates a contingent income tax credit of 20 percent for premiums paid by individuals with household income over 400 percent of federal poverty guidelines.

Requires the Commissioner of Commerce to submit a Section 1332 waiver to the federal government and appropriates funds for MNsure, the Department of Human Services, and the Commissioner of Commerce to implement the public option.
