Amends insurance requirements for transportation network company (TNC) drivers, requiring TNCs to maintain $1,000,000 per incident personal injury coverage during active driving periods (P2 and P3) including medical, disability, funeral, and other benefits.

Establishes minimum compensation of $1.27 per mile and $0.49 per minute for TNC drivers, with annual adjustments matching Minnesota's minimum wage process, and requires payment within 14 calendar days.

Creates comprehensive deactivation protections requiring TNCs to maintain written policies, provide written notice with appeal rights, and prohibits deactivation for rejecting rides, working minimum hours, or asserting legal rights; drivers have 30 days to appeal with advocacy group support.

Requires TNCs to provide drivers with written notice of compensation, pay transparency through daily trip receipts and weekly summaries, and notice of policy changes at least 48 hours in advance.

Appropriates $173,000 in fiscal year 2025 (with $123,000 annual base beginning 2026) to the commissioner of labor and industry for enforcement and outreach; effective dates January 1, 2025 and November 1, 2024.
