Modifies Minnesota Statutes 2022, section 383B.145, subdivision 5, regarding Hennepin County's set-aside contracting program for businesses and social services organizations.

Changes the requirement from "which have a majority of employees" to "that employ persons" who are eligible for public assistance or require rehabilitative services in the absence of employment.

For non-construction vendors, requires at least 50 percent of employees to be eligible for public assistance or rehabilitative services; for construction service businesses, requires "as many employees as is practicable" considering industry safety standards, apprenticeship ratios, and licensing requirements.

Maintains the two percent cap on set-aside contract amounts based on the board's preceding fiscal year budget appropriation.

Allows the board to use negotiated price or bid contract procedures and requires investigation and findings before awarding contracts under the set-aside program.
