Proposes an amendment to the Minnesota Constitution, article I, adding Section 18 to establish that elections shall be free, fair, and equal.

Prohibits any civil or military power from interfering with the free exercise of the right to vote.

Amendment must be submitted to voters at the 2024 general election, with the ballot question asking whether to amend the constitution to provide for free, fair, and equal elections and prohibit civil and military powers from interfering with voting rights.

If ratified by voters, the amendment becomes effective January 1, 2025.

The ballot title for the amendment shall be "Free, Fair, and Equal Elections."
