Replaces "energy conservation" language with "decarbonization and climate resiliency" throughout Minnesota housing finance statutes to broaden eligible housing improvement projects.

Expands rehabilitation loan and grant programs to include clean energy, greenhouse gas emissions reduction, climate resiliency, and other qualified projects for both owner-occupied and rental housing.

Authorizes loans and grants for energy improvements including on-site solar energy systems, energy storage systems, heat pumps, and other directly related repairs essential for decarbonization and climate resilience.

Extends loan and grant eligibility to assist low and moderate-income persons and rental property owners in making housing improvements that reduce energy consumption and ensure climate resilience.

Permits integration of decarbonization and climate resiliency loans with utility on-bill repayment programs and allows the agency to establish financing when private lenders cannot provide equivalent terms.
