Appropriates $2,000,000 from the general fund in fiscal year 2025 to the commissioner of employment and economic development for a grant to Change Starts With Community for a violence prevention program.

Grant funds must establish a comprehensive workforce development initiative for at-risk youth and adults located at Shiloh Cares Food Shelf in Minneapolis, including year-round job training programs and trusted adult mentorship for at-risk BIPOC youth.

Requires Change Starts With Community to partner with the Cargill Foundation for educational career field trips and mental health support, and with Hennepin County juvenile corrections and Minneapolis Police Department for referrals of at-risk youth.

Grant proceeds must fund positions including youth mentorships, food service workers, an executive director, director, and program director, and create on-site job opportunities at Shiloh Cares Food Shelf.

Requires Change Starts With Community to report to the commissioner of employment and economic development by six months after the end of fiscal year 2025, detailing grant utilization, program outcomes, and impact on the targeted population.
