Allows applicants to designate a secondary mailing address for driver's licenses and identification cards, separate from their residence address, effective August 1, 2024.

Secondary mailing address is defined as a mailing address where a person regularly or occasionally stays and may receive mail, excluding designated addresses under privacy protection statute section 5B.05.

Applicants must re-designate a secondary mailing address upon each renewal or when applying for a duplicate license or identification card if they previously designated one.

No fee is charged for designating a secondary mailing address except for standard renewal or duplicate card fees; proof of residency requirements remain unchanged.

Appropriates an unspecified amount from the driver and vehicle services operating account in fiscal year 2025 to the commissioner of public safety for implementation costs, available until June 30, 2026.
