Prohibits pharmacy benefit managers and health carriers from requiring clinician-administered drugs or their administration to be covered as a pharmacy benefit effective January 1, 2024.

Requires pharmacy benefit managers and health carriers to permit enrollees to obtain clinician-administered drugs from any authorized health care provider or pharmacy of their choice without financial incentives influencing that choice.

Mandates that cost-sharing, coverage limitations, and reimbursement rates for clinician-administered drugs be identical whether obtained from an affiliated pharmacy, a plan-selected pharmacy, or an independent provider or pharmacy.

Prohibits specialty pharmacies from dispensing clinician-administered drugs directly to patients for transport to a health care provider, and permits but does not require the use of home infusion pharmacies or external infusion sites.

Ensures clinician-administered drug dispensing complies with federal Drug Supply Chain Security Act requirements.
