Authorizes the Department of Public Safety to use verification systems to verify the identity of participants in the Transportation Security Administration's Registered Traveler program who have voluntarily provided their Minnesota driver's license or identification card.

Creates an exception to existing data privacy restrictions on noncompliant licenses and identification cards that previously prohibited using verification systems accessible from or maintained outside the state.

Requires data requesters to certify they will not use noncompliant driver's license or identification card data for civil immigration enforcement purposes or disclose such data to immigration enforcement entities.

Establishes penalties for violations of the certification requirement, including civil liability, criminal penalties, denial of future data requests, and loss of access to driver records subscription service.

Takes effect the day following final enactment.
