Adds definition of "utility corridor" to mean land containing access to above-ground utility infrastructure or underground facilities as defined in state law.

Requires individuals or contractors performing construction or maintenance work within 20 feet of a utility corridor to comply with federal operator qualification rules under Code of Federal Regulations, title 49, parts 193 and 195.

Requires individuals or contractors performing construction or maintenance work within 20 feet of a utility corridor to comply with federal workplace drug and alcohol testing rules under Code of Federal Regulations, title 49, part 40.

Updates federal pipeline safety act references from outdated U.S. Code sections to current Hazardous Liquid Pipeline Safety Act (49 U.S.C. sections 2001-2014) and Natural Gas Pipeline Safety Act (49 U.S.C. sections 60101-60141).

Repeals Minnesota Statutes section 116J.398, which had exempted broadband infrastructure projects from prevailing wage requirements.
