Authorizes guardians, conservators, and individuals with validly executed powers of attorney under Minnesota law to complete all verification and registration paperwork on behalf of persons required to register as predatory offenders.

Establishes multiple verification methods for confirming a predatory offender's address in another state, including law enforcement verification letters, criminal justice agency communications, online registry checks, and motor vehicle records confirmation under federal law.

Clarifies that the Bureau of Criminal Apprehension is the sole determinant of whether information provided meets verification requirements when a registrant relocates to another state.

Reactivates Minnesota registration requirements if a person resumes living in Minnesota after out-of-state relocation, provided the registration time period has not expired.
