Adds definition of "replacement" to vital records law as a completion, addition, removal, or change to certification items on a vital record after registration that has no notation of change and seals the prior record.

Requires hospitals receiving newborns under the Safe Place for Newborns program to report births to the Office of Vital Records within five days and establishes that safe place birth information constitutes the child's record of birth.

Directs state registrar to issue replacement birth records for safe place newborns free of parental identification information, with prior vital records held confidential except by court order.

Modifies foundling report provisions to require information registration by state registrar according to Minnesota Rules, part 4601.0600, subpart 4, item C, and makes foundling reports confidential once the child is identified.

Exempts cases proceeding under the Safe Place for Newborns program from putative father registry search requirements in adoption proceedings and renumbers registry data classification provisions.

Repeals Minnesota Statutes 2022, section 144.218, subdivision 3 concerning replacement birth records when birth parents marry after the child's birth.
