Appropriates $68,750,000 to the city of Blaine, Anoka County, or both for predesign, right-of-way acquisition, design, engineering, and construction of intersection improvements along Trunk Highway 65 at nine locations including 99th Avenue Northeast, 105th Avenue Northeast, 109th Avenue Northeast, and 117th Avenue Northeast.

Appropriates $25,000,000 to the city of Blaine, Anoka County, or both for intersection improvements along the same Trunk Highway 65 corridor, including frontage roads, backage roads, connecting local streets, and utility infrastructure improvements.

Amends Laws 2023, chapter 68, article 2, section 2, subdivision 4 and Laws 2023, chapter 72, article 2, section 7, subdivision 3 to modify previous capital investment appropriations for these highway improvements.

Both sections become effective the day following final enactment.
