Appropriates $18,000,000 from bond proceeds in the state transportation fund to the commissioner of transportation for grants to Anoka County and/or the city of Ham Lake for interchange improvements at marked Trunk Highway 65 and Bunker Lake Boulevard Northeast (Anoka County State-Aid Highway 116)

Funds cover preliminary engineering, environmental documentation, final design, right-of-way acquisition, and construction of intersection improvements, frontage roads, backage roads, connecting local streets, and associated water and sanitary sewer infrastructure

Does not require a nonstate contribution from local entities

Authorizes the commissioner of management and budget to sell and issue state bonds up to $18,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7
