Appropriates $24,000,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for interchange improvements at marked Trunk Highway 65 and Bunker Lake Boulevard Northeast (Anoka County State-Aid Highway 116) in Ham Lake.

Funded improvements include preliminary engineering, environmental documentation, final design, right-of-way acquisition, and construction of intersection improvements and associated frontage and backage roads within the trunk highway system.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $24,000,000 to provide the appropriated funds, with proceeds deposited in the bond proceeds account in the trunk highway fund.

No nonstate contribution is required for this appropriation.

Effective the day following final enactment.
