Modifies special education tuition adjustment aid for charter schools with phased adjustment factors: 75 percent for fiscal year 2024, 50 percent for fiscal year 2025, and 25 percent for fiscal year 2026 and later.

Expands the definition of "school district" in third-party billing provisions to include charter schools and cooperative units providing direct special education services.

Authorizes school districts to levy for access fees charged by intermediate school districts or cooperative units, effective for taxes payable in 2024 and later.

Authorizes school districts to levy for facility costs (leases and bond payments) for cooperative units serving special education pupils, effective for taxes payable in 2024 and later.

Establishes rate caps on special education tuition reimbursements for charter schools, phasing down from 200 percent in fiscal year 2025 to 125 percent in fiscal year 2028 and later.
