Increases English learner programs revenue per district for fiscal years 2024-2026 to $1,228 per eligible learner (with minimum 20 students) plus $436 per pupil unit, and for fiscal year 2027 and later to $1,775 per eligible learner plus $630 per pupil unit.

Establishes English learner cross subsidy aid beginning fiscal year 2027, calculated as 25 percent of a cross subsidy factor times the district's English learner cross subsidy, with the factor increasing annually by the Consumer Price Index inflation rate and capped at 80 percent.

Modifies special education cross subsidy reduction aid factor from 50 percent for fiscal year 2027 to an inflation-adjusted calculation beginning fiscal year 2028, indexed to Consumer Price Index changes and capped at 80 percent.

Both English learner and special education cross subsidy aid adjustments become effective for revenue in fiscal year 2028 and later.
