Allows issuance of special license plates bearing "COMBAT WOUNDED VET" inscription to Purple Heart medal recipients for passenger automobiles, motorcycles, and recreational motor vehicles.

Purple Heart plates must be issued free of charge and replaced without charge if damaged, with no annual registration fees required.

Purple Heart plates may be transferred to another qualifying vehicle registered to the same individual without a fee.

Removes Purple Heart special plates from discontinuance requirements that apply to other special plates if registration falls below 1,000 sets.

Updates Minnesota Statutes sections 168.12, 168.123, and 168.1293 to reference the new Purple Heart plate provisions in section 168.1245.
