Requires bill proponents to submit written reports to legislative committees before introducing bills appropriating funds to University of Minnesota health sciences programs, with detailed information on dollar amounts, calculation methods, public funding necessity, funds flow analysis, budgeting considerations, goals, performance measures, and recruitment/training for greater Minnesota and underserved communities.

Mandates Board of Regents submit annual reports by December 15 beginning in 2025 detailing material changes to funds flow analysis, anticipated uses of appropriations, performance measure results, and achievement of stated goals and purposes.

Directs Commissioner of Health to provide recommendations by December 31, 2024 for creating a health professions workforce advisory council to research workforce needs, review legislation, and study health workforce supply, training options, and funding strategies for workforce diversification.

Appropriates $75,000,000 in fiscal year 2025 for University of Minnesota academic health system initiatives: $25,000,000 for medical discovery teams, $20,000,000 for underserved communities healthcare, $15,000,000 for workforce development, $10,000,000 for primary care transformation, $5,000,000 for care model design, and $4,750,000 for systems innovation.

Appropriates $250,000 to analyze partnership opportunities between University of Minnesota, Hennepin Health, and Veterans Affairs hospitals to determine feasibility of shared facilities, services, research infrastructure, and clinical collaboration, with report due December 31, 2024.
