Establishes a pavement art pilot program requiring the commissioner of transportation to install at least five art projects in the metropolitan district (including one at Trunk Highway 55 and Van White Memorial Boulevard in Minneapolis) and at least five outside the metropolitan district on trunk highway rights-of-way.

Requires artwork installations to be primarily applied to roadways or shoulders while maintaining safe vehicle operation, remain in place for at least one year, prioritize local community artists, and include public engagement and community input solicitation.

Mandates evaluation of pavement art safety impacts including vulnerable road user safety, motor vehicle crash rates and severity, speeding, material durability, and winter visibility visibility.

Requires submission of a comprehensive report to legislative transportation committees by January 15, 2026, including program overview, art project review, and evaluation findings.

Appropriates $500,000 from the trunk highway fund in fiscal year 2025 as a one-time appropriation to the commissioner of transportation for program implementation.
