• Amends Minnesota Statutes 2022, section 168B.035, subdivision 3, regarding when towing authorities may prohibit or permit vehicle towing.

• Prohibits towing authorities from towing vehicles with expired registration validation stickers that have been expired for less than 90 days.

• Prohibits towing authorities from towing vehicles at expired parking meters if the vehicle has fewer than five unpaid parking tickets.

• Permits towing authorities to tow vehicles in 17 enumerated circumstances, including snow emergency violations, blocked driveways or fire hydrants, bus lane violations, disability parking violations, suspected stolen vehicles, and school zone parking violations.
