Beginning January 1, 2030, any bus purchased for regular route or special transportation service by recipients of state financial assistance must be a zero-emission transit bus.

The Commissioner of Transportation must develop and maintain a zero-emission transit bus transition plan, with the initial plan due by February 15, 2025, and revisions at least every three years thereafter.

The plan must establish guidance for transit providers, coordinate procurement across agencies, identify infrastructure needs, and examine workforce impacts, barriers, and implementation costs.

The Commissioner may issue procurement exemptions that extend compliance deadlines or allow phased procurement schedules if applicants demonstrate good faith efforts and document infeasibility due to technology, infrastructure, bus availability, or other constraints.

An unspecified amount from the general fund is appropriated for fiscal year 2025 to the Commissioner of Transportation for development of the zero-emission transit bus transition plan.
