Appropriates $7,650,000 from the general fund to the Department of Education in fiscal year 2024 for grants to the Building Assets, Reducing Risks (BARR) Center.

BARR Center must deliver an evidence-based, research-validated program providing school coaching support, professional development, and curriculum resources to participating schools over a three-year period.

BARR Center must select at least 30 schools that are geographically balanced among urban, suburban, and rural areas and serve high concentrations of students in poverty or underrepresented students including Black, Indigenous, and People of Color communities.

Grants directed toward improving student social and emotional skills, increasing academic achievement for students of color and those experiencing poverty, improving teacher satisfaction and effectiveness, and increasing high school diploma graduation rates.

Appropriation is a onetime allocation available until June 30, 2026.
