Establishes annual supplemental payments from Minnesota's medical assistance program to eligible hospitals for direct and indirect graduate medical education costs, effective January 1, 2025.

Eligible hospitals include those participating in Minnesota's medical assistance program that receive graduate medical education payments from Medicare or are children's hospitals serving predominantly patients under 18 years old.

Commissioner shall calculate direct graduate medical education costs using Medicare Form CMS-2552-10 data, allocating costs to Medicaid based on the share of Medicaid inpatient days compared to total inpatient days.

Indirect graduate medical education amounts are calculated using the Medicare indirect medical education formula with Medicaid variables, inpatient bed counts, and full-time employee or intern/resident data depending on hospital type.

Payments are contingent upon federal approval and must comply with all applicable federal laws for permissible supplemental payments.
