• Changes supervised release decisions for inmates with multiple consecutive sentences from discretionary "may" to mandatory "must" grant or deny on all unexpired sentences.

• Requires the Indeterminate Sentence Release Board (instead of the commissioner) to conduct supervised release hearings and make release decisions, effective July 1, 2024.

• Grants inmates who had hearings conducted by the commissioner between May 19, 2023, and June 30, 2024, the right to a new hearing before the Supervised Release Board.

• Applies retroactively to inmates eligible for early supervised release under section 244.05, subdivision 4a, who had hearings between July 1, 2023, and June 30, 2024.
