Renames the "Ensuring Police Excellence and Improving Community Relations Advisory Council" to the "Public Safety Advisory Council" under the Peace Officer Standards and Training Board.

Council maintains 15 members including representatives from Bureau of Criminal Apprehension, Peace Officer Standards and Training Board, police associations, sheriffs' association, and six community members appointed by various entities including the National Alliance on Mental Illness and Violence Free Minnesota.

Requires four legislative appointments made by the speaker of the house, house minority leader, senate majority leader, and senate minority leader.

Updates references in Minnesota Statute 626.8457, subdivision 3 to reflect the new council name in provisions requiring law enforcement to submit officer misconduct data and patterns of behavior analysis.

Board must continue annual reporting by February 1 of summary data on investigations and dispositions to legislative committees and publish findings on publicly accessible website.
