Amends Minnesota Statutes section 297H.13, subdivision 2, to change how solid waste management tax revenues are allocated to the resource management account in the environmental fund.

Increases the percentage of revenues deposited into the resource management account from 3 percent (fiscal year 2024) to 7 percent (fiscal year 2025), 20 percent (fiscal year 2026), and 30 percent (fiscal year 2027 and later).

Maintains 70 percent of revenues credited to the environmental fund and reduces general fund deposits beginning in fiscal year 2027.

Appropriates resource management account funds to the Pollution Control Agency commissioner for distribution to counties under section 115A.557, subdivision 2, paragraph (a), clauses (1) to (7) and (9) to (11).

Becomes effective July 1, 2024.
