Establishes a one-time aid program for licensed ambulance service providers that held a license in calendar year 2022 and continue operating under license in the aid payable year.

Calculates aid amount by subtracting from 2022 net revenue the sum of: volunteer hours multiplied by $34, total operating expenses, and total capital expenses.

Requires aid recipients to spend funds on expenses incurred in providing licensed ambulance services within their primary service area and submit a report by December 31, 2025 detailing fund usage.

Appropriates $120,000,000 from the general fund in fiscal year 2025, with up to $1,000,000 retained for administrative costs and potential transfer to the Emergency Medical Services Regulatory Board.

Requires full aid payment by December 31, 2024 and becomes effective July 1, 2024.
