Adds new clause (27) to lawful purposes under Minnesota gambling law, allowing specific veteran organizations to use gambling profits for repair, maintenance, or improvement of real property and capital assets between June 30, 2024 and August 1, 2029.

Eligible organizations include American Legion, Veterans of Foreign Wars (VFW), Jewish War Veterans, Military Order of the Purple Heart, AMVETS, Marine Corps League, Paralyzed Veterans of America, and Disabled American Veterans.

Limits expenditures to 50 percent of gross profits from the previous fiscal year with no carryforward of unused allowances, calculated on a July 1 through June 30 fiscal year.

Allows building expansions and capital improvements within existing buildings under this provision, but explicitly prohibits new construction of new or replacement buildings.

Board approval required for expenditures exceeding the 50 percent limit if extenuating circumstances beyond the organization's control exist.
