Reduces resident fishing license fees for persons age 65 and older from $25 to $15, a $10 reduction per license.

Requires the Commissioner of Natural Resources to report the number of reduced-fee licenses sold annually by August 1 to the Commissioner of Management and Budget.

Mandates the Commissioner of Management and Budget transfer estimated lost revenue from the general fund to the game and fish fund by August 15 each year, calculated by multiplying the number of senior licenses sold by the $10 fee difference.

Adds general fund transfers as a revenue source to the game and fish fund to compensate for reduced senior license fee revenue.

Effective date of July 1, 2024.
