Amends Minnesota Statutes section 513.73, subdivision 3 to clarify that fees charged by homeowner's associations, condominiums, cooperatives, and mobile home associations for estoppel letters or certificates are not considered private transfer fees.

Creates new statute 515B.1-118 prohibiting associations and their authorized agents from directly or indirectly charging fees for the preparation or delivery of estoppel letters or certificates.

Declares any unauthorized fees or charges issued in violation of the prohibition to be void.

Applies to common interest communities including homeowner's associations, condominium associations, cooperative associations, and mobile home associations.
