Amends Minnesota Statutes section 342.03, subdivision 1, to expand the Cannabis Advisory Council membership from 38 to 40 members.

Adds two youth members appointed by the governor: one from a rural area and one from a metro area.

Maintains all existing council members including state agency representatives, gubernatorial appointees, local government representatives, and federally recognized Tribal representatives.

Referred to the Senate Commerce and Consumer Protection Committee.
