Appropriates $1,500,000 from the general fund in fiscal year 2025 to the commissioner of education for a grant to HuddLUp to provide mentoring and modeling for teachers in Minnesota classrooms.

Grant funds must support social and emotional learning curriculum based on five CASEL standards (self-awareness, self-management, social awareness, relationship skills, responsible decision-making), teacher training and coaching, and program evaluation for public schools in central Minnesota serving kindergarten through grade 6 students.

Grant recipient must submit detailed annual reports beginning June 15, 2026, and continuing through 2029 to legislative committees with jurisdiction over K-12 and higher education, describing fund usage and progress toward increasing teacher and student emotional well-being and academic success.

Base appropriation of $1,500,000 continues for fiscal years 2026, 2027, and 2028, with appropriations ending after fiscal year 2028.

All appropriated funds are available for expenditure until June 30, 2029.
