Adjusts appropriations to the Commissioner of Human Services from Laws 2023, chapter 61, article 9, and Laws 2023, chapter 70, article 20, for fiscal years 2024 and 2025.

Total appropriation increases of $137,604,000 for fiscal year 2024 and $329,432,000 for fiscal year 2025, primarily from the General Fund ($139,746,000 and $325,606,000 respectively).

Allocates funding adjustments across multiple programs including Medical Assistance ($180,321,000 in FY2024 and $352,357,000 in FY2025), Housing Support ($11,200,000 and $14,667,000), MFIP Child Care Assistance reductions, and MinnesotaCare increases.

Includes reductions to MFIP/DWP ($5,990,000 in FY2024 and $2,793,000 in FY2025), Northstar Care for Children, and Behavioral Health Fund, with increases to Minnesota Supplemental Aid and General Assistance.

Becomes effective the day following final enactment.
