Legislative committee members with jurisdiction over kindergarten through grade 12 education policy or finance must spend at least 12 hours over the biennium observing a teacher or administrator in an elementary, middle, or secondary school.

House members must report observations to the speaker of the house, and senate members must report to the senate majority leader, including dates, hours, school site, grade, and the teacher or administrator's name.

Members must make observation reports available electronically to the Legislative Reference Library, which must publish each report on its website.

The house of representatives and senate must adopt rules to implement this requirement.

The provision becomes effective July 1, 2024.
