Establishes Donate Life special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles in Minnesota.

Requires applicants to pay an additional special plate fee, registration tax, standard fees, and contribute a minimum of $10 annually to the Donate Life account.

Allows plate transfers to another vehicle owned by the same individual for a $5 transfer fee, provided the new vehicle qualifies for special plates.

Creates a Donate Life account in the special revenue fund to receive annual contributions; money first covers administrative costs with remaining funds distributed to Donate Life organization to promote organ and tissue donation.

Effective January 1, 2025, for Donate Life special plates issued on or after that date.
