Requires the Minnesota Department of Transportation to perform impact assessments on trunk highway capacity expansion projects to determine conformance with state greenhouse gas emissions reduction targets and vehicle miles traveled reduction targets before inclusion in transportation improvement programs.

Establishes a technical advisory committee to assist with implementation review of transportation impact assessment requirements, including technical review of assessment methodologies, models, tools, and recommendations for offset actions.

Allows projects that do not conform to emissions and vehicle miles traveled targets to proceed if sufficient impact mitigation offset actions are interlinked, such as transit expansion, active transportation infrastructure, land use changes, or parking management.

Appropriates $10,000,000 from the trunk highway fund in fiscal year 2025 for impact mitigation (with base appropriations of $5,000,000 in fiscal years 2026-2027), and $4,000,000 from the general fund for grants to planning organizations and local units of government to develop compliance plans.

Effective February 1, 2025 for individual project assessments; allows transition to portfolio-based assessments by January 1, 2030 or earlier if the commissioner determines tools and models are sufficient.
