Amends Minnesota Statutes section 469.53 to modify eligible projects for state appropriation support under Duluth's regional exchange district public infrastructure program.

Establishes eight eligible projects with specific funding caps, including skywalk demolition and replacement ($2.1M), parking ramps for medical entities ($37.9M and $14M), 6th Avenue East extension ($6.65M), hospital structure demolition ($11.82M), roadway and utility improvements ($13.95M), district energy connections ($7M), and site improvements ($1.3M-$4.3M).

Allows unexpended amounts from completed projects (clauses 1-4 and 8) to fund roadway, utility, and site improvements project (clause 5), with Duluth City Council submitting a written plan to the commissioner of employment and economic development.

Requires all public infrastructure projects receiving state support to comply with applicable state and local contracting requirements and permits Duluth to inspect construction contracts and related documentation.

Costs may be reimbursed for eligible projects that began construction prior to September 30, 2020, and may include planning, acquisition, design, construction, demolition, and equipment costs.
