Commissioner of agriculture must establish a standard format for bulk milk purchasers to report payments to Minnesota milk producers by January 1, 2025, in consultation with stakeholders.

Standard payment format must clearly differentiate classes of payments including base payments, premiums, transport fees, discounts, allowances, bonuses, and other items affecting producer payments.

Standard format becomes mandatory for all dairy plants operating in Minnesota by January 1, 2026.

Commissioner may update the standard format annually, with bulk milk purchasers receiving at least 90 days' notice before changes take effect.

Codifies the standard reporting requirement in Minnesota Statutes chapter 32D, effective January 1, 2026.
