Authorizes the economic development authority or city of Eden Prairie to establish one or more tax increment financing redevelopment districts within the area bounded by Flying Cloud Drive, West 78th Street, and Prairie Center Drive.

Districts established under this section are deemed to meet requirements of Minnesota Statutes section 469.174, subdivision 10.

Minnesota Statutes section 469.176, subdivision 4j does not apply to districts established under this section.

Authority to approve a tax increment financing plan expires December 31, 2031.

Becomes effective upon compliance by Eden Prairie's governing body and chief clerical officer with Minnesota Statutes section 645.021, subdivisions 2 and 3.
