Expands the list of state agency positions whose salaries are determined by the Compensation Council to include the Executive Director of the Office of Cannabis Management and the Chief Executive Officer of the Department of Direct Care and Treatment.

Requires the Commissioner of Management and Budget to publish all covered agency head salaries on the department's website.

Sets the initial salary for the Chief Executive Officer of the Department of Direct Care and Treatment equal to the salary held by that position at the Department of Human Services immediately before July 1, 2024.

Directs the Compensation Council to establish permanent salary levels for the Department of Direct Care and Treatment position in its first report issued after the department's establishment.

Changes the salary authority for the Office of Cannabis Management director from a statutory limit under section 15A.0815, subdivision 3 to determination by the Compensation Council under section 15A.082.
