• Establishes the Lights On grant program to provide drivers with vouchers up to $250 for repairing or replacing broken or malfunctioning vehicle lighting equipment at participating auto repair shops.

• Counties, cities, towns, and local law enforcement agencies (including tribal law enforcement) are eligible to apply for grants to distribute vouchers to drivers.

• Grant preference must be given to applicants serving geographic areas with historical underinvestment and high poverty rates.

• Appropriates $1,200,000 from the highway user tax distribution fund for fiscal year 2025, with the same amount as the base for fiscal year 2026 and thereafter, adjusted for inflation at the end of each biennium.

• Commissioner of Public Safety must contract with the Lights On! microgrant program to administer the program and recipients must report annually on expenditures and voucher distribution by February 1.
