Amends Minnesota Statutes section 342.70, subdivision 3, to modify grant application requirements for the Division of Social Equity.

Adds a new requirement that eligible organizations must describe their engagement with youth-centered, community-based organizations working with youth ages 14 to 24 years old.

Requires at least 50 percent of grants awarded annually to support youth civic engagement, leadership, and youth-led health education opportunities, with preference for communities most impacted by cannabis-related criminalization or incarceration.

Grant applications must include community need analysis, expected positive impact, evidence of organizational ability and past success, cost estimates, and sources of nonstate funds or in-kind contributions.

Office shall give weight to applications demonstrating history of successful community investments in eligible communities and evidence of community support for proposed investments, with funding distributed throughout the state.
