Requires the housing finance agency commissioner to collect contractor data for projects receiving chapter 462A financing, including information on veteran-owned small businesses and LGBTQ-owned businesses (certified by the National LGBT Chamber of Commerce).

Mandates the commissioner submit a biennial report by February 1 of each even-numbered year to legislative committees with housing finance jurisdiction.

Report must include the total number and dollar amount of all contracts and subcontracts for each business category (general contractors, veteran-owned small businesses, and LGBTQ-owned businesses).

Expands existing contractor requirements data collection under section 363A.36 (certificate of compliance) to include minority business categories.
