Eliminates parental responsibility for costs of care, examination, or treatment for children in out-of-home placements when parents or guardians reside in Minnesota under sections 246.511, 251.012, 254B.04, and 256B.14.

Prohibits courts from ordering and social services agencies from requiring parents to contribute to out-of-home care costs for children under juvenile delinquency proceedings (section 260B.331).

Prohibits courts from ordering and social services agencies from requiring parents to contribute to out-of-home care costs for children under child protection proceedings (section 260C.331).

Allows counties to seek reimbursement from income and resources attributable to the child themselves (such as Social Security benefits, SSI, veterans benefits, and child support), subject to best interest determinations by social services agencies.

Exempts parents from contributing during trial home visits when a child is temporarily returned to their home under child protection proceedings.
