SF 5129 Summary

• Establishes the Task Force on Holistic and Effective Responses to Illicit Drug Use to review reports on approaches to address illicit drug use in Minnesota, develop implementation timelines, and make policy and funding recommendations to the legislature.

• Task force membership includes 12 members: state public defender, two county attorneys, two peace officers, two medical professionals, and seven governor-appointed members representing criminal defense, Tribal governments, expungement law, criminal legal reform, drug policy research, individuals with lived experience, impacted communities, and youth intervention services.

• Appointments must be made by August 31, 2024, with the first meeting convened by September 30, 2024; members serve without compensation and task force meetings are subject to Minnesota's open meetings law.

• Task force must submit an initial report by February 15, 2025, and a final report by February 15, 2026, including proposed legislation and implementation plans to relevant legislative committees.

• Commissioner of Public Safety provides support staff, office space, and administrative services; task force expires upon submission of final report or adjournment of the 94th Minnesota Legislature, whichever is later.
